What is the Made in California Labeling & Marketing Program?

The Made in California Labeling & Marketing Program is administered in partnership with The Governor’s Office of Business and Economic Development (GO-Biz), the California Office of the Small Business Advocate (CalOSBA) and California Manufacturing Technology Consulting (CMTC). The Made in California Labeling and Marketing Program aims to:

  • Strengthen the state’s economy by enhancing the visibility and competitiveness of California’s manufacturing sector
  • Provide California manufacturers with an opportunity to expand their market reach and elevate their brand presence both statewide and globally
  • Support the state’s diverse manufacturing sector, which ranges from innovative electronics and aerospace to food and beverage and everything in-between

Who can apply to the program?

The program is open to all manufacturers in California whose products meet the eligibility requirement of being at least 51% “Substantially Made” in California. The application process provides real-time eligibility verification, letting businesses know right away if they meet program requirements!

What does “Substantially Made” mean?

To be eligible for the Made in California Labeling & Marketing Program, products must be considered “Substantially Made” in California. This entails completing an action that contributes at least 51% of the product’s total operating costs through manufacturing, assembly, fabrication, or production occurring in California to create a recognizable product. “Substantially Made” does not include the act of packaging a product.

What are the benefits of joining the program?

Licensees in good standing can use the Made in California label on their products, benefit from statewide and national marketing efforts, network with other manufacturers, and gain access to information on state incentives, financing programs, and manufacturing events.

If I’m approved for one product, can I use the label on all my products?

You have the option to apply for multiple products simultaneously, however, each licensing agreement is issued on a per-product basis. If you release a new product after your licensing agreement has been approved, you will be required to submit a new application for each product line.

Does my company have to be headquartered in California?

No, your company does not have to be headquartered in California to apply. If your business is legally operating in California, maintains a permanent manufacturing operation within the state, and your product(s) meet the “Substantially Made” [link to “Substantially Made” FAQ] criteria, companies based in other states or countries are encouraged to apply.

How will you verify the information in my application?

The Made in California Labeling & Marketing Program is a self-attestation program that requires all approved applicants to sign an agreement attesting that all products listed on the Made in California website, utilize the Made in California label, or promote their products as such satisfy the definition of “Substantially Made” [insert link/anchor to “Substantially Made” FAQ] Licensees agree if any of these products no longer satisfy the definition of “Substantially Made” in California, they will immediately remove them from the Made in California database and stop any usage or promotion of any kind that designates the product as Made in California. Additionally, licensees agree that representatives from the Made in California Labeling & Marketing Program may reach out for clarification on any information submitted on an application.
